До этого указа территория России была разделена на уезды и волости. 29 декабря 1708 года были образованы восемь губерний: Московская, Ингерманландская (Петербургская), Смоленская, Киевская, Архангелогородская, Казанская, Азовская и Сибирская. Их возглавили губернаторы.
В 1719 году число губерний было увеличено до 11, а сами губернии были разделены на провинции. В 1775 году Екатерина II провела реформу государственного устройства, в ходе которой провинции были преобразованы в 40 губерний. Такая структура административно-территориального устройства государства просуществовала до 1917 года.
